Abstract The focus on inclusive development within the 2030 Agenda highlights contradiction between an inherent ‘business-as-usual’ approach subject to a few restrictions and radical reformation of global system. Inclusive is elaborated through idea leaving no one behind, human rights justice approach. Against this background, perspective argues that there need for clarity about words used implications used. It defines inclusiveness imply social, ecological relational elements; not incorporation ‘other’ but based recognition epistemic justice; redefines content development. needs be unpacked into issues access minimum resources allocation remaining resources, risks responsibilities. Achieving in unequal world will lead crossing Earth system boundaries affected by increasing pollution. Both cannot met without changing rules allocation, with market-based reproducing injustices.
